what "pointless military programs":
'most of them' would be the curt answer, but for those enthralled by Rumsfeld's "military transformation"
we offer you A Unified Security Budget for the United States, which identifies a good 51 billion dollars being thrown at Cold War era programs every year, none of which anyone in Washington has any interest in cutting. Instead we're adding more. It's not so much Rumsfeld to blame as his political masters, the waste is systemic.
In 2003 the Project for Defense Alternatives estimated that "preparations for conventional air‑land wars absorb at least 70 percent of the Pentagon budget. By comparison, no more than ten percent of the budget serves counter‑terrorism and homeland protection goals." How much of that would be necessary if our Kings and Princes weren't obsessed with claiming glory among myriad costly and unwise entanglements overseas is a question that leaves me being curt however, and saying 'most of them'.
