This lengthy NYTBR essay would be a lot more interesting, I think, if not every single commentator in the thing took so seriously the proposition that the Bush Administration was motivated by some actual impulse to limit the practice of terrorism. Or, conversely, actually presented some evidence that they are. I admit it's is no small task, which is probably why they avoided it. Why work when you can just accept lazy rationalizations.
