update: The WSWS suggests something in the way that the reason the state basically cordoned off the area from civillian, volunteer and NGO response was because they were treating it as a target of chemical or nuclear attack. Maybe, I have a hard time believing they didn't have a response planned for a natural disaster, even if one of the first things FEMA did was deliver equipment for a chemical warfare response. At least in an institutional sense it was decided to treat the poorer, trapped residents of New Orleans like guinea pigs for a military wargame. Either way they got a large number of Americans killed by refusing outside relief that they either couldn't or refused to provide.
Navy Pilots have been reprimanded for disobeying orders and rescuing 100 people, while at St. Bernard parish Canadians are helping out 5 days before the feds show.
In any case now they're actually attacking photographers, rather than just blocking access as they have since they got there.
