My problem with sentiments like "We are trying to create a radically different state" is that "we" are Rumsfeld and Wolfowitz, and so "we" are not trying to create a radically different Iraq. If we're pussyfooting its to curry Iraqi opinion. The idea that leaving Iraq would result in "a vast loss of prestige and influence in the Arab world, encouragement to terrorists, and a serious decline in our unrivaled political ability to use force" I find brazenly confounding: staying in Iraq results the same consequences, just more of them. It's already happened.
