"It's hard to exaggerate the impact of three decades of crippling under-investment by Saddam Hussein in Iraq's infrastructure," Bremer said in a recent interview. "He spent his nation's money building palaces and weapons and his army, not funding the things people need to survive."
It's interesting how this statement is utterly contradicted by the rest of the article (ie. in 1983 Iraq's "electricity supply was almost double its demand"), which squarely puts the blame for the infrastructure problems on sanctions and war. It would have been nice if they'd mentioned the fact that, in fact, it was the US and its allies that were building much of Saddam's army, rather than funding the things people need to survive, nevermind fueling and exacerbating a war that killed some 1.5 milllion instead. Full of apropos comments, this Bremer: he ought to be sending baskets of flowers to Hussein for building those palaces, being as they're making his stay in Iraq the more pleasant.
Also, Betchel's $1 billion dollar contract is "very, very limited", and according to members of the American appointed Governing Council, "less efficient than granting direct aid to Iraqi ministries that operate at a fraction of the cost". The council is going directly to Congress to lobby for more or less the French position: "a more rapid transfer of sovereignty, budget resources and security responsibilities to Iraqis."
