democracy by foreign appointment:

having fomented a coup against the elected president of Haiti because he wasn't democratic enough to meet the high standards of the Bush Administration, the US and its allies have decided to bypass any vestige of democracy by appointing a "tri-partate council" which will consist of two Haitians and one foreigner that is, defacto, in bed with one of the two Haitians. This council will then go on to appoint another council that will then nominate the new Prime Minister. In this fashion the one organization with a proven electoral mandate from the majority of the population will be cut almost entirely out Sec. of State Powell's new and improved democratic process.
